About Morghan
Morghan Getty Collins was unanimously appointed by the Board of County Commissioners February 6, 2023. A native of Cumberland, Maryland, Collins came to Wilmington to attend UNCW. She graduated with a Bachelor of Science and later went on to earn her master’s in biomedical science from Marshall University School of Medicine. A wife and mother of two, Collins has previous experience working in finance, marketing, and clinical research.

Accomplishments
Reduced the Operating budget by 12% for fiscal year 2024-2025
Established The Register of Deeds as a Passport Facility
Created the new position of ROD Support Technician establishing in-house IT maintenance
Electronically recorded NHC’s first map becoming the 39th of 100 counties in the state
Began electronic recording of Assumed Business Names
Completed the Grantor back-indexing project
Expanded recording time from 8:30AM to 8AM
Computers set up at the CB library and Northeast library to improve accessibility to the civil processing system and records search
New realtor classes
Developed a Standard Operating Procedure manual for the Registry
Modified Preservation of 64 volumes of historic records
Goals
Continue to expand and enhance current services and accessibility to New Hanover County residents
Utilize Technology to improve efficiency and communication between county departments
Improve our Fraud Alert System to make sure every constituent of New Hanover County is protected to the best of our ability against deed fraud
